Romeo killed Tybalt in a fit of anger because Tybalt accidentally killed Mercutio.
Now the Prince has BANISHED Romeo from Verona. If he returns inside the walls of the city, he must DIE for his crimes.
Romeo (being Romeo) sees this punishment as THE WORST thing that could possibly happen to him, and the Friar tries to comfort him by pointing out the blessings of the situation.
